I’m from the UK and the thought of paying money to transfer is absurd to me. All our banks are built on an open API and it takes like a minute to perform an instant transfer between anyone and any bank. There needs to be some kind of standard in the US.

Nope, it was commissioned for UK banks by the CMA, a UK government entity.
