The US granted it independence. EDIT: No, I guess not. It was never a US territory. I thought that it was a state initiative, but apparently it was a private one. https://en.wikipedia.org/wiki/Colony_of_Liberia It is unclear whether or not Liberia was ever technically a colony at all. Unlike most other colonies in the 19th century, it had no charter and had no official allegiance or relationship with a sovereign nation.
