The proclamation asserts that communist and socialist ideologies have threatened human freedom for over a century, suppressing individual opportunities, subordinating individuals to the state, and destroying "God-given rights." It also claims that the United States today faces "new threats" from socialist, communist, and "radical left" ideologies. “Under my leadership, America will never become a victim of these evil ideologies, and the United States will never become a communist country,” Trump proclaims in the document. In conclusion, he calls on Americans to honor the memory of "victims of communism and socialism," to "firmly stand against any threat to the American way of life," and to protect "our burning flame of freedom" from what he called "the darkness of communism."

The document was published by the White House on November 3rd, 2026 – the very day of the U.S. midterm elections. Experts note that with this move, Trump once again updated his traditional rhetoric against left-wing ideologies and social-democratic trends within the country. However, the elections resulted in a crushing defeat for the Republican Party: Democrats gained control of both houses of Congress and achieved significant gains in traditionally Republican states. The campaign, culminating in the anniversary of the Great October Socialist Revolution on November 7th, is accompanied by public events aimed at discrediting communism.
