That's because it was originally designed to convince people that it was an awful game system. Literally. The point is that it's unfair and you should hate it.

In its pure form, the game it was shamelessly stolen from had a second play style, called "prosperity", which had slightly different ownership and rent rules, and was played cooperatively.
