Google can only enforce this on devices they control. PostmarketOS is not Android. Even if it was - if I install an app through an alternative app store or install it via "sideloading", there is nothing Google can do. Even LineageOS, which is based on the Android Open Source Project (AOSP) won't care about Googles new toy.
