    There's a guy in new york California that gets every ticket filled out incorrectly because his license plate isNULL

    Yeah anytime any ticket was entered without a license plate, it would default to NULL. His license plate is "NULL", which, depending on how you structure your database/query, compares as equivalent

    That's just bad coding.

    His name isn't a null value, it's just "Null" - they need to write better software.
