I don't think it's ever explained how Argonians reproduce away from the Hist. We know they do, but not how. I can imagine Argonians consuming Hist sap when trying to conceive and this triggering a different pregnancy, or maybe breathing the Hist spores? Unclear.

In ESO there's some gesturing around argonians reproducing differently if they're near a hist. IDK if there's ever live birth or anything but there is a quest line about people stealing Argonian eggs to do some fucked eugenics stuff with them.
