I've never heard anyone say that here, but apparently our drivers exams are some of the hardest in the world. From what I've seen, in a lot of places drivers education is quite bad. There will always be morons though, but if you stop people from driving because of that a lot of jobs become impossible to do for a lot of people. I don't think it's feasible to expect a plumber or electrician to take all their tools on the bus.
