If someone’s just keeping their camera running all the time in public, that’s just recording in public, which in most of the US is unfortunately legal.

if someone's doing that, I generally don't have a problem, it's the upskirt / down shirt / in faces / provoking for likes garbage that needs to be hit hard, and the easiest way to stop it all will be sensible regulation of this shitty tech.
