They’re actually not barred by law.

The law prohibits putting a living person on paper currency, and another law prohibits putting a living person on the reverse side of coins. Nothing about the obverse side. It’s only tradition to not put a living person on coins.

Calvin Coolidge appeared on the Sesquicentennial half dollar while he was president.
