What has paying taxes got to do with patriarchy theocracy?
That he has a right to claim taxes not determined by the church clearly implies that Caesar is a legitimate leader of his realm. And a secular leader being legitimate implies that the Church is not supposed to be the government, but rules the realm of god or the "spiritual" world.
It's not rocket science, it's all pretty obvious, and has never been questioned in any Christian country. Because despite the self contradictions of the Bible, it is actually pretty clear on this point.
