20 years ago, the Patriot Act was already in place and privacy was essentially dead (and other countries were not exempt from US spying), people just didn't know the full extent until the Snowden leaks. But it was clear enough then, if you weren't gripped by the hysteria, that the "emergency measures" were there to stay, and get worse.
