Wouldn't it just be a reskin of MOO?

All the alien races represent different socialist tendencies, maybe a few races are capitalist (to feel less guilty about being more into the war fighting aspects... or just being a sicko going on a genocide run), AI has the same randomized "quirks" like MOO to keep the AI from immediately collaborating with the player on turn one, "politics" screens have more options that actually seem to have a sustained positive effect on relations, the victory condition isn't "you become the galactic overlord or you are exiled from the galaxy"... other things of that nature.
