Not a good sign if the behavior changed recently. If it has always done that it's probably just the design. Ied lamps have an led driver in there and they generate a lot of waste heat at the power transistor and the led itself. I've had a few go bad due to bad thermal design. Had a led pole lamp that fried once and created a burning smell. I took it apart and board had burn marks and melted componants. If it is a flouro, hps or similar might be what hotspur mentioned
