It's not just a single story, I think this is relatively common.
I worked as a server for 5 years and I received at least 2 of these fake bills as a tip.
I'm guessing this behavior is somewhat regional; my experience was in the deeply religious midwestern usa.
Oh yeah. I used to get 2 or 3 of those every Sunday afternoon. I got used to it and eventually didn't mind as long as they left some real money with it, but the first time you think you're getting $20 and it's just a piece of garbage is a real disappointment.
Do they really think someone's going to want to join their church after getting jerked around like that?

Yeah, there's no excuse for that. Those people are just assholes.
They probably think they are giving you real money. A lot of these folks are prosperity gospel cretins that think God financially rewards the faithful. From their perspective, if they succeed in converting you, they may be giving you a tip worth hundreds of thousands of dollars. It's twisted.
They're jerking themselves off. This way they can feel like they're doing God's work, and they can afford to do it all the time.
Well, yah. This is like why the Nigerian Princes put spelling mistakes in their phishing emails. You don't want to hook the smart ones.

They're just in the cult, so they don't see it that way, because their brains are tied up in pretzels of cognitive dissonance.

These people are playing at being God, and deserve their play money back.

Sorry that happened, though can't say I'm surprised to hear it happens more frequently than that one-off example. I feel like it must be common anywhere there's an intersection between low economic opportunity and sanctimonious Christian smugness.
They probably think it's like a cheat code to avoid paying while still somehow earning more good boy points with god.
(Not to say I'm a fan of tip culture either, but that's how waitstaff get paid in the US, and stiffing one person on a tip isn't going to change that.)

Yes, the system is bullshit, but it's nobody's place to decide that their server should work for free because you want to protest.
I'll support change, but until then, tip your servers well. It's a hard job, and they deserve much more respect than most people give them.
If possible, rather than add it to the credit card, tip in cash. Real cash. Safe from wage theft especially if you hand it to them directly.
And the Midwest isn't even the real deep religious area of the US.
It is more than you think, but still less churches than bars.
If you want to see the real holy spirit, you have to order it in a bar and not wait for it in a church.
It's not more than I think. I've lived in the Midwest most of my life. Compared to Tennessee it's nothing.
Sure, but thats mostly because we just have an absurd number of bars. Basically everyone has or had a drinking problem, largely because theres not much to do that doesn’t involve alcohol.

In Germany it would simply be amusing and mildly obnoxious, because German waitstaff get paid a living wage and tips are not expected at all. Also, Americans tend to be the only ones who tip.
We hired a contractor to fix our roof and he left one in each bathroom stall.

I've seen lots of religious people leave pamphlets, but they've also always left tips. Usually good tips as a way to sell that they're nice and care about you.
If they were nice they wouldn't trick you.
So if they give bad tips they're assholes, and if they give good tips they're deceitful?
Have you considered that some of them may be kind people trying to share their faith in the sincere belief it will benefit you? You may not be in the least interested in their faith and actively think it causes more harm than good, but that doesn't make all its adherents evil.
The sheer act of proselytizing is itself an unkind act. So, no, I don't think that people who shove their religious bullshit at others uninvited are in any way kind. I don't care about whatever delusions they hold which justifies the act in their mind.
You do realize this in the context of people leaving religious propaganda that initially looks like money, thus tricking the waitstaff.
