The US is involved in military conflicts all the time, but those are not officially "wars", since the US going to war requires Congress to officially declare it. Therefore anytime the US was involved in a military conflict, but Congress did not issue a formal declaration of war, the US was not technically at war. He is correct in that the last time that Congress formally declared war was WW2.
