I would want him to be. That's why I picked him. I also think he's pretty good at placing himself where he does best. He's not trying to step on Titus' turf or Mañana.

    He isnt trying to step on their turf because he put them on that turf. Call Me Mañana is carrying out (Well, he's not. But that's more of a laziness thing) the orders of Evrart. Titus likewise directly takes order from Evrart.

    If my manager asks me to do a thing and then I do it, she isn't refraining from stepping on my turf.
