Liberal/bourgeois democracy evolved as such because it's effective at providing a buffer between the ruling and working classes, thus preserving class structure through inevitable boom/bust cycles.

There's nothing truly democratic about it, since it functions to stifle and diffuse the will of working people, rather than manifest it.
