Then, this is just my theory, but although the Secret Service is like the best of the best police, I suspect Trump attracts the worst of the best of the best, if you know what I mean. As set up, it was at the edge of what crooks could be effective at (which is significantly lower than what he can hit at.) even if Crooks had the skill to make the shot.
