My honest take: XHS is right. China is dominated by neoliberals and has zero intention of challenging the US's order on any front (see BRICS and dedollarization) because it benefits from this order.
So they suspended the ban because ultimately it's good for China and they really don't care about the internationalism portion of communism. That other nations will be destroyed, headed by anti-china puppet regimes, anti-china terrorists will be funded and flourish as a result means nothing to them because these aren't directly affecting china's growth atm.
This is hubris that will likely cost them dearly in the future, but again the cpc isn't thinking about this bc they've got neoliberals heading the government.
Then why place the ban in the first place? Why would they oppose anything Trump wants if neoliberals dominate China? They should be giving him gold golf clubs, calling him daddy, defunding all their public infrastructure and letting Amazon and Google take over.
To get him to ease the tariffs, they need bargaining power.
Why do they care about easing tariffs if they are neoliberals? China has a monopoly on rare earths. The US has no other source.
For other industries they can appease Trump by offering to build manufacturing in the US which other neolib nations are doing. Some are investing billions into the US.
Are .au rare earths different from .cn rare earths?
The problem is not getting the rare earths. Those are common af. Refining is them is the problem, and China has essentially a global monopoly on it.
So the US can get all the rare earth it wants from Australia. It does not have the capabilities to refine the rew ressources tho, thus still having to rely on China.
Sure, the US could begin to create those capabilities. That would take around a decade... Meanwhile, the window in which the US could feasibly wage war against China closes.

Getting them not from China and bolstering US influence in Australia. The former is a dud, for the explained reasons. The latter will suceed and keep Australia a loyal running dog.

Much like the bullshit Ukraine rare earths story awhile back, Australia is not going to fix US supply chains.
If Australia was a competitive replacement, Trump wouldn't have to lie about all the rare earth deals he's closed with Xi.
P.S. Trump was saying before the Xi meeting that negotiations would be difficult. Now suddenly it's all good? I am very doubtful.
Lying makes more sense, unless I'm missing something.
