Hand to God, I do not understand any of the context in this post. From the comments, ppb seems to mean "pig pooping on balls" but what does any of this have to do with fascism? Why do people post it? Who is hexbear?

Pig poop balls has been a longstanding response by former /r/chapotraphouse users. It was common on reddit before the subreddit was banned, and it carried over to here.
It's basically just a response that the dirtbag left decided to use whenever a reactionary was around. It taught people to stop bothering to "debate" them because they're not doing so in good-faith so there's no point wasting time. Mocking them works better.

Hexbear is a leftist instance that was the successor to the chapotraphouse subreddit after it got banned. PPB is an image of a pig with gigantic balls that has pooped on its own balls. This image is generally posted as a way of saying that whoever you're talking to is an asshole not worthy of a real response.
they're just using the word to mean "bad". there's no other way to make sense of that statement.
