Well, my reading of 10 U.S. Code § 12406 argues that he's full of shit. This is a law written in case of invasion.

Wow the bourgeoisie is abusing their system of law which they and only they maintain a full monopoly of and theres nothing anyone can do to stop them from deciding it means whatever they want it to mean???
