I’ve heard both… let me check where it originated.

Edit: yep. Mussolini gets firsties for the “Trains on time” propaganda. Looks like maybe around the early 1920s he was trying to convince people that fascists could do great things for society and the trains were part of the propaganda. Hitler gets mixed in to the trains propaganda much later.
