https://bookshop.org/ is a good option. I often use booksamillion.com too.

Edit: Looks like bookshop.org only lets you download them if they're DRM free. Maybe this is common practice and what I'm after doesn't actually exist.
Perhaps I misunderstood the question. Personally, I have a workflow where I can strip DRM from library books I get off of Libby, but I only do so when I already own it. Perhaps that’s an option in a way?
I do the same, I just wish my library had digital copies of all the books on my bookshelf! I have had luck using the same method to strip the DRM from an epub I bought from Kobo's shop, but I don't know if it would work with bookshop.org. I'd like to be able to support local bookstores, but their current model just doesn't work for me.
