It's annoying how many Paradox (and other) games are stuck behind the effective DRM that is Steam workshop. No mods without paying insane prices. You can still mish-mash pirated DLC and a bought base game, but it's a real pain.
You can use steam workshop downloader to grab mods from the workshop
it's a pain in the ass, but it usually works
Duly noted, thank you!
Cream.api and you can mishmash all you want
Sky mods.
Edit: sky mods hosts mods for many games not just city skylines, and you can ask them to upload mods for steam, and they do it in about a day. I did this for a homeworld remastered mod once.
Confirmed, I pirated cities with all DLC and was able to use most mods fine, though more tedious to install than with the steam workshop.
