You can use steam workshop downloader to grab mods from the workshop
it's a pain in the ass, but it usually works

Cream.api and you can mishmash all you want

Sky mods.

Edit: sky mods hosts mods for many games not just city skylines, and you can ask them to upload mods for steam, and they do it in about a day. I did this for a homeworld remastered mod once.
