If he strokes out after the EC casts their votes, but before they are counted in the House, then Vance will be properly elected to the vice presidency, but the House is required to immediately vote on the Presidency. They only get to select from the top three EC vote winners. With Harris being the only candidate to win any EC votes for president, the House is constitutionally required to elect her. Harris/Vance.
