"You aren't welcome here if you aren't FOSS." It's pretty damn clear. The choice of a "teletubby" is obviously meant to be insulting too. If the point were that it was just different, they could have used practically any other hero from the same viewer demographic, instead they went with one only watched by "babies", and almost universally understood to be "stupid".
