He even started (2:29) by saying "Where are my Latinos tonight?", heard the cheer, and then made a joke about how many there were because the border was open. So yea, take this meme with a grain of salt.

True, and he does seem like a MAGA cultist, but if you're going to quote what someone says during comedy not say it was for comedy, it gives the wrong impression
You’re right. Knowing he thinks he’s being funny just makes it even more egregious.
