It's two ICE thugs, one armed and one in plain clothes, in a Nissan Rogue trying to kidnap a man. A crowd gathers, hesitant to help the man defend himself but they make it difficult enough the ICE thugs leave without the guy.

At one point the two ICE thugs are away from the car and trying to pin the man - completely distracted. This would have been an ideal time for that Rogue to have its tires slashed. Or if the keys were in, those could go missing.

Quick, easy. Hard to get caught.
