    This was already in place 95% because any infraction with phone in hand already required licence suspension. Not enforced. Won't be enforced: hundreds of thousands of people not being able to drive to work is not a risk the government wants to take, they don't care about safety.

    Good start, but a little bit short of the year in prison and confiscation and crushing of the car that are the minumum effective measures for this offense.
