    As for why this is necessary at Oktoberfest specifically:

    The Teufelsrad is one of the oldest attractions at the Oktoberfest, the annual beer festival which comes to an end this weekend after 16 days. Its circular platform rotates faster and faster until its riders fall off, and the motion and speed often make skirts fly up.

    Sounds like a very reasonable "fix", equating filming people spinning on a table to upskirting a waitress serving someone is a bit weird

    While I do agree, there's apparently a certain breed of 'content creators' that specifically film and upload women at the Oktoberfest, explicitly for sexualization.
    Yes, there are public places where people commonly become undressed like the beach or the Teufelsrad. But no, you should not just film strangers und upload them for monetary gain.

    Still it's not exactly upskirting filming from where everyone is watching...

    thousands of voyeuristic videos emerged on social media.

    Some videos showing women on the Teufelsrad, or Devil's Wheel, have been viewed millions of times. One is said to have made thousands of euros for a woman who posted it online.

    Like those creepy bull riding machines where they say you can get a free drink if you last 90 seconds, and then the operator spends that whole time trying to make their tops fall down and skirts ride up, before flinging them off with three seconds left. I suspect "spinning ride which lifts women's skirts" is probably at least part of the point.

    Nice to see some facts on this. I think it's a fair workaround. We were in Europe recently and my wife had to cover her shoulders with a scarf in the churches. You know, so that God wouldn't be aroused by her bare naked shoulder.

    All (jokes) aside, high speed rides and some modesty clothing is simply going to allow more riders and increase profit. Its all about profit.

    There's a pretty big difference between riding a ride that some people have heard makes skirts fly up and consenting to your upskirt getting posted to the Internet.

    There was a good podcast episode from 11km recently, sorry to say it is in German language. Basically they made an investigative story about people from foreign countries that film and sell these videos, that are used for pushing YouTube accounts. Sounds crazy, I know, but they specifically did research in this Teufalsrad attraction.

    Filming under skirts is illegal in Germany, and carries a two-year sentence in jail. [...] The Teufelsrad tent is hung with signs and police posters in German and English warning against filming under people's skirts, but Polaczy[, the woman handing out shorts,] says it is impossible to control everyone filming with smart phones.

    I mean, from the same article I have to keep reading on your behalf:

    This year, police arrested a 45-year-old Swiss man for using his phone to film under a German woman's dirndl. Last year there were 10 arrests for upskirting and seven in 2024.

    I don't think I can compile enough statistics on the niche crimonology of "people who take upskirt shots at Oktoberfest" to satisfy "do they follow through on that?" – nebulous enough that the goalposts could be anywhere, especially for someone who can't be bothered with the bare minimum effort to inform themselves on the topic – but it's enough that I hope you'll consider researching the topic further if you want to justify being this obnoxious.
