All I found in english language sources is a very dry and surface level US army school non-classified research paper. I'm very interested in both info about the rollout of the telephone across the country, how long it took and who was connected when, and what if any limits were placed on usage, as well first hand accounts of the difference this made in people's lives...

Stalin used all of the phone lines, twirling the phone cord in his fingers and kicking his feet while talking about boys, and wouldn't hang up even when people were waiting for calls.
