All I found in english language sources is a very dry and surface level US army school non-classified research paper. I'm very interested in both info about the rollout of the telephone across the country, how long it took and who was connected when, and what if any limits were placed on usage, as well first hand accounts of the difference this made in people's lives...
What reminded me of this curiosity, is this video, and all the extra complexity and labor needed to make the telephone system billable, not just functional (and the weekly This Soviet World reading threads): https://www.youtube.com/watch?v=H8G4E1qmFdo
