Because the developer writes it's official when it's a fork of the official.

    They take the binary SteamOS image and add a different kernel and some other auxiliary stuff to port Valve's image to new devices.

    That's broadly similar to what Linux Mint does to Ubuntu or Bazzite does to Fedora. Sometimes this is referred as a remix instead of a fork.

    That confused me until I read further.
    But you are 100% right that this is an unofficial adaptation.
