That would make sense if she were the EU. The US and Canada used to be extremely close trade partners.
It works the way it is because Canada is still a Commonwealth country and has English royalty on their money

Eta: trade agreements or whatever the eu thing ends up being will likely require changes to law and the Governor General (crown Rep in canada) needs to give "royal assent". So somewhat indirectly, canada needs the crown's permission to form this partnership.

The permission was already granted, I interpreted it as the EU making sure if this totally insane arrangement was what the braindead UK wanted.
