This is (are?) Vasquez Rocks, so often featured in film and TV productions because they're conveniently located near-ish to LA.

    If I remember, it has something to do with how finances are handled for filming outside LA and keeping it close makes filming a lot cheaper, not just due to distance.

    Yup. The “Thirty Mile Zone” is used in union contracts to define local shoots versus location shoots. Basically, if you stay in the TMZ everybody has to drive to work and buy their own food.
