    Terrorism isn't a real thing. Threatening violence and inspiring fear for political effect is something western governments do all the time. In fact, I think their successful terror campaign is probably why the American labor movement fuckin died

    No, Picard did kind of create the Maquis in the first place though by "just following orders" and abandoning an entire planet of native americans to the cardassians

    and sisko did it both sides, condemn and attack terrorist marquis, and then commit the same thing multiples later on.(romulan senator bombing+ allowing cardassians to commit acts, plus the klingons(during thier changling takeover of cardassia)

    The thing with the Romulan senator was the first actually successful piece of Federation-Romulan cultural outreach in history. My headcanon is that the Tal Shiar pretty much immediately figured out what actually happened but were so touched by the effort to conduct relations in a culturally Romulan way that they recommended the alliance anyway.

    False flag assassination and planting evidence is basically the Romulan "Darmok and Jalad at Tenagra"

    that could be it too, romulans were looking for an excuse to side with either the dominion or federations+klingons, they are just waiting for who is the winner they were pretty neutral as they dont trust the dominion to join the war. plus BREEN being promised romulus further confirms thier suspicions.

    and siskos unilaterally decides marques as terrorists when its convenient politically but almost rarely condemns cardassians for doing the same thing and doesnt raise a stink about Klingons giving cloaking tech to marquee to commit the same acts. and later commits terrorist attack(with garak bombing a senator) to drag romulans into the war
