If the "it" is a network, not just a single path.
If you just connect 1 parking lot to the next and leave it at that, no one is going to use it even if you did your best to make it non-hostile to whatever mode of transport.

You don't determine demand for a bridge by measuring the number of swimmers.
You don't determine demand for a jacuzzi by measuring the number of…? Angry people? Sunburns? Muppets talking through a fan?
Car owners with car that can go from 0kmph to 80kmph in just a few second: where is our bridge? You can't make us go 4km out there to use that bridge while cyclist get to use a shortcut!
