Counting the people on bikes before making proper cycling infrastructure to tell if it is necessery is wild.

Comic about people crossing a gorge. While there only being a rope there is one person struggling to cross it. As soon as there is a proper bridge people can cross it.

"Build it and they will come" is true for transport infrastructure.

    If the "it" is a network, not just a single path.

    If you just connect 1 parking lot to the next and leave it at that, no one is going to use it even if you did your best to make it non-hostile to whatever mode of transport.
