Considering surrounding happenings that was going on in DS9 at the time of airing... I'm going to argue that Odo did the correct thing for the wrong reason.

    Yeah it was interesting that during the episodes debates, Kira never brought up that Sisko was the Emissary

    Better, I looked up when this episode happened, it was long after the two parter where the Tal Shiar and Obsidian Order sent the Dominion on a warpath, when Dukat had rolled out the red carpet for them, and pretty much at the point where the Dominion War is pretty much a cold war inevitably going turn hot.
