Hors de combat personnel may not be intentionally targeted. Examples include persons parachuting from their disabled aircraft, shipwreck survivors, as well as the sick, wounded, detained, or otherwise disabled.

And anyone who followed that order should also face charges when all this is over.

Somebody is hoping for a peace prize

It’s really unsettling to hear about these alleged orders, and I wonder what kind of training or guidance military personnel receive regarding rules of engagement in these situations. Hopefully, there's a thorough investigation to understand exactly what happened and ensure accountability.
