They built a dam for no other reason than to block the river so they could build a city in the river bed.

That's 1000iq city planning

    Weeellll tek-nik-uh-lee they might have built a town along the banks of a small river, dammed the valley blocking the river, and then filled in the old riverbed. But either way yeah those guys are dumb for staying there.
