Russians are brainwashed and tightly controlled, and they've been in this state of being basically since Tsar-ist times, you don't just shake off generations of manipulation and conditioning, they're going to be a problem until they choose to solve it or somebody chooses to solve them.

One story stands out to me about the Soichi Olympics, where the visiting athletes were basically warned about all of the spy devices by very scared staff, in mother Russia Big Brother is always watching (just like America these days).
