J. R.R. Tolkien like:

So the Big Bad is gonna be named Sauron and his right hand man will be called Saruman.

And there’ll be some dwarves named Thorin, and uhh.. damn I need 13 of these? Alright fuck it let’s go: Fili, Kili, Balin, Dwalin, Ori, Nori, Dori, Gloin, Oin, Bifur, Bofur, and Bombur.

And then there’s these ancient elves named… hmm… screw it: Finwe, Feanor, Fingolfin, Finarfin, and Findis

Honestly it's just good writing. A name indicates culture, so it makes sense that dwarfs and elves would have some commonalities among their respective culture.

For me as a reader this is good (and bad). A name tells me what it is — good, but by being this similar it's harder to tell who they are — bad.

This is works fine with side characters that do not matter individually as much as the story and world that requires them

And when it was important to highlight specific characters, they had very distinguished names in context. Like even though Boromir and Faramir had similar names, no one would mix them up because those 2 are shown in completely different places within the story

And the two love interests shall be Arwen and Eowyn.
