The Ukraine attacks Russia, faster than the news spreads the claim that the attack has some quite specific and significant impact, this gets regurgitated on media for about a week, then it's all forgotten when there's a conspicuous absence of any evidence to support the big claim. Russia's refining capacity has been halved a dozen times in about as many months, and now there're claims that social media show a visible difference.
