The US already has a policy that only prohibits ingredients proven to cause harm.

Compare that to the EU where ingredients must be proven safe before being permitted.

It's why most liquid smoke flavorings were recently banned in the EU as they couldn't rule out having a genotoxic effect. In the US they are all available still as far as I know.
