Can they not try him for multiple counts of animal abuse? In the US, for some crimes, you'd stack the charges, a sentence might be for 3 years, but with 4 counts of the crime you'd be looking at more like 12.

    The US is an outlier, most countries cannot do this. Because otherwise you could be jailed for years if you shoplift ten times or something.

    The upper limit is usually only used for sentencing if it's a repeat offender or if occured multiple times.
