The son shaves his legs for less drag in the water, and I guess the daughter isn't into swimming and just doesn't shave her legs.

She's so real for that, shaving is a total pain for like no reason.

The son and daughter are both swimmers. The son and daughter shave their legs, forearms and chest and back once or twice a season. We don't care about the hair, it provides less than a millionth of a second of drag. We shave to remove the built up dead skin and nerve endings. Immediately after shaving you jump in the water and swim as fast and hard as you can. By removing all the dead skin and nerve endings, it will feel like you're going faster than you've ever swam. The next day you will work that much harder to try and regain that feeling during your competition. Motion lotion (BenGay and Baby Oil) is a whole other thing.

None of this works if you shave regularly.

I was a competitive swimmer in Highschool and University.

    Remove nerve endings

    I think you misunderstood something. Nerve endings are in the deeper layers of skin, covered under many layers of dead and alive skin cells. If you’re touching nerve endings, that’s flaying, not shaving.
