Won't the gamblers just use a VPN? Why not tax it, instead?

    Very few will indeed. They will also use crypto currency too in order to circumvent the banking system. But ads will disappear and the majority won't circumvent this.

    That is not the evidence of every other market that has tried prohibition (or unduly burdensome regulation.)

    The most vulnerable are the most likely to circumvent. Except now it's criminals they are dealing with, and they have no recourse and no support for their problems.

    But hey, you'll feel better, so that's what's important right?

    Illegal gambling already exists on Brazil, is called "o jogo do bicho", but is low scale with local small crime boss ruling it. Legalization of the Bets let it scale, use the Brazilian financial services, sponsor the world cup and more. It let people bet from the conform of their house in a normalized way, that the bicho game never had.
