Personally in my story telling, I like to interpret them like computer virtual machines. An universe handles its own sub universes.

Traveling between them can only be done up or down. Cannot go to siblings universes directly. And to do it, you need to wrap the part of the fabric of reality that makes you into a translation layer for the target universe. Prevents any star Trek transporter ethical issues
